As founder of North Coast Engineering, Mr. Sylvester has supervised the design and development of a wide variety of both large and small scale public works and private development projects. Mr. Sylvester served as the City Engineer for the City of Atascadero from 1991 until 2000, City Engineer for the City of Morro Bay from 1992 until 2002, and District Engineer for the Cambria Community Services District from 1979 to 2000.

Mr. Sylvester is currently the City Engineer for the City of El Paso de Robles. He states he has provided engineering services for private developments ranging from single-family residential projects to multi-area commercial, industrial and residential subdivision development projects. These services have included boundary and construction surveying, preparation of grading, drainage, erosion, control, etc.
