Forestry Expert. FOR-1323 retired in 1996 after 35 years with the U.S. Forest Service, where he handled a variety of regional and national assignments. He supervised local projects in western states, managed technical details of regional engineering operations, and served in the national headquarters in Washington as chief engineer of computer systems and road operations and maintenance. FOR-1323Ss greatest expertise is in forest road development, including regulations, policies and directives pertaining to the design, construction, operation, and maintenance of forest roads; funding principles, funding levels, and needs analysis; and the legal and substantive differences among various types of forest roads.
