CON-2015 has been commissioner of a northern California countys Juvenile Justice Commission since 1995. He also represents national and international providers of criminal justice and correctional-oriented products and services to appropriate governmental agencies. CON-2015 has been a consultant on criminal justice and corrections since 1971. He specializes in special correctional facility and program studies, litigation on correctional facility deaths, jail confinement problems, and correctional facilities accreditation. He has provided written material for professional journals published by state entities and associations.
