CIV-1392 is an executive-level engineering manager whose education and experience over thirty years makes him particularly effective at conceiving and developing practical construction projects and seeing them through to completion. He served in a succession of increasingly responsible positions during a twenty-years career with the U.S. Navy Civil Engineering Corps. Principle assignments were in construction and construction management, including a tour with the Seabees in Vietnam. Upon retiring from the Navy, he became an officer in the civil engineering firm of Nolte and Associates, where he was the managing principal of the San Diego Regional Office for 13 years. Since 1974, he has been principal engineer and owner of a consulting company dedicated to evaluating, preventing, and resolving disputes in the construction industry.
